If you are under age can your sister be your legal guardian?

I think you have to have a parent with you or legal guardian call them and ask

ONLY IF YOU HAVE A COURT-ORDER! We went with a huge group of relatives (grandparents, uncles, aunts, cousins and all of our children). One of our RVs had a granddaughter with her grandparents. The adults were told that either her actual parents had to come OR the grandparents had to show court paperwork that they were legal guardians. They were made to wait in the parking lot until her parents could arrive from Jacksonville. Later, a member of our family was in the store buying a camera strap and saw another family (day trip, not overnight) also get turned away because they did not have court paperwork stating the youth's sister was her legal guardian.
