Can confirm the splash pad is free (included in the price of admission). FYI, I wouldn't call it a water park (no water slides or anything) it's mostly just a few water cannons (about 5) and a bunch of water table play areas and fountains coming out of the ground. There is a huge bucket that dumps a large amount of water in one spot in the middle. There are 2 (free) showers for rinsing off sand (there is a shaded sandbox right next to the splash pad entrance) and multiple family dressing rooms and 2 bathrooms close by as well. Lots of tables to sit at in shade and nice comfortable chairs. I didn't see any lockers in the area for storing your stuff (i.e. purse/valuables), but I wasn't looking.

Meghan is correct. It is included with the price of the ticket. This is also the case with the 4D theater.
The HEB water park is included with the price of your ticket. We just went this past weekend.
