There is usually a rule that if you go to an establishment that is state or federal or government run then you can't take in outside food or drink. Plus with an establishment that has animals and marine life that there is a large gathering of people you aren't allowed outside food and drink. So.... No food and drink from outside. They have a place you can purchase food there..

Formally, I dont know. However, I didnt see any coolers while there and the website says that you can't bring personal snacks or pets inside...therefore, I'd infer that the answer is "no" you can't. Parking is so close to the aquarium that you could eat in your car or their website says that's it okay to eat on the lawns outside of the Aquarium (with not a tree in sight)
I didn't see anyone with coolers or I didn't see a sign that said, "They weren't allowed."
