Yeah it's open to the public but there are no shows going on. So like if you want to see the dolphin show it's cancelled but they do training sessions with people in the water and explain what they are doing to get the dolphins to do the tricks.
Yes, masks optional. People were standing right on top of each other, so it's a personal choice if you're comfortable with that.
