You can confess your sins to a Priest, but he can absolve you (pronounce forgiveness as Christ's representative) only if you are a baptized and confirmed Catholic Christian. This is due to the fact that one must profess faith in Christ and live according to God's way in order to be forgiven.
I believe the bible says to confess your sins God bit also to a mortal man. Please correct me if I'm wrong. I believe in christ.
Do you believe that a priest can do that? And why do you want to confess your sins? Do you want a priest or a psychologist? If you are not Catholic or orthodox then you can confess your sins in prayer to God. He is the one that forgives sins.
