Kids track is fine always. Night track usually has kids on it as well.
He could even ride the night tack with little to no issues. I cant imagine anyone out there crowding him or giving him issues
Yes, I believe that is fine.
I go often and I'm sure they'll let him. They also have kids time on the big track on the hour all day long.
