For this location matinees start before 12:00. Anything 12:00 or after is charged at full price it seems. This is what I have seen on the AMC app when I look for matinee prices.

I assume you mean what time they end. Usually, movies that start before 4 are considered matinee.
Matinee means early afternoon, typically before 4 pm.
