Anywhere it's deep enough you can
I'm sure there has been more rain there since we went in Aug this summer. There was one spot in particular along the river path that was too deep for me to reach and I'm 5'10". Yes some spots can get stirred up if you step down. I wished I had snorkel gear but at least I had goggles
The Frio is too shallow. Often kayaks have a tough time navigating the shallow waters.
I have found the Frio is turbid / murky and rarely more than 6 foot deep.
