I have seen them there. Usually a good bunch of people, just make sure you are in the back, and out of the flow of traffic, you should be fine.
I filled my tank with Fuel and got food for me and my wife.(we were there for 45 mins at 4am).... They told us to leave because they have a no loitering policy. (I guess this goes for paying customers who are still eating their food) I travel every day and spend several hundred dollars a month at Buccees....I will NEVER go back to the one is Bastrop, TX!
