Yes. Legally. Only have to wear them if you're a minor.
I would say that yes you do need them. I believe it is the law! Not far from me a couple of months ago a man drowned when his kayak flipped over, and he had no life jacket. Be safe, obey all boating laws!
According to Georgia law, kayakers must wear a life vest.
