Mammals will Probably be inside. There are still inside things like the reptile house and perhaps the aviary,. But that's a lot of walking in the cold weather just for those.
Went yesterday in high 30 degree weather. The animals you would assume would not be out are not out. It was a great day, the two young cheetah cubs were tons of fun. And you can spend as much time as you want with each exhibit, low foot traffic.
Yes alot of the animals will be in from the cold so it probably wouldn't be a good time to visit
I've never gone to the zoo when it's this cold. I would think most of the mammals would be snuggled up in their house. But you might call the zoo and ask

Some more weather-tolerant animals might be given access to either indoor or outdoor areas once the temperature gets to 45°. Animals like the Chilean flamingos are pretty hearty and can actually stand temperatures into the 20s, but will have to go indoors if it is much colder.
