No they are not. I live in texas and work in Louisiana. They aren't stopping anyone.
I drove state roads, avoiding I-10. Lot more scenery, no traffic slowdowns/stops, and no problem going into or out of Louisiana.
No they haven't imposed travel restrictions. But you must wear a mask.
