There is a boat ramp further in but for kayaking I do not know. Fishing from piers and shoreline permitted, no license needed either being it a state park. If you do catch and a gator catches you you have to cut line and give fish to alligator.

You can't enter any lake in the park - gators! You can fish from the shore or the piers.
short answer - call and ask I know there is a small dock where people CAN kayak, but I'm not sure if fishing is allowed though. The attention might attract more gators to the kayaking area making it more of a liability for the park. There is dock fishing in every lake if you just want to fish.
I've never seen anyone kayaking in that park. Most likely it's not allowed. You wouldn't want a gator crawling up in your plastic canoe.
