No I don't believe you can stay all night...no camping plus the fish are limited to be eaten only once per month due to water waste
Try Harrison Bay State Park. They have overnight camping areas

To my knowledge just the gated sections are closed. I'm sure you can still fish directly below Dam down to where the first gate is for Riverwalk. Also along the area at southern Bell is great
