Manatees come to the park when the gulf waters cool down below 68 degrees, they need the warm water to survive.

Early morning on cool days. From December to march if you go around 7 AM they are there. Then they move out to the river
In cooler weather the manatees seek out the warmer water at the park due to a nearby power station.

I don't think there's any particular time. With the warm water from the power plant they just hang out there.
I've been there in February and we didn't see any of the Mantees. We did however take a canoe around the park.
Never really see them but ita a beautiful place nonetheless.
