That's the puppy playpen! Nothing in there to hurt themselves on, or hide behind, just a little room to stretch their legs, and smell the rest of the dogs through the safety of the fence. It introduces them to the park, nothing more. There's no restrictions on small dogs in the main park, only large dogs from the playpen.
There's nothing preventing the small dogs from going in the main area. When I was in Pueblo, I'd take my little Yorkie mix to this park and I'd always start off in the small dog area (he socializes better with dogs his size) and then took him into the main area for space to run and explore. I think it's one of the better designed dog parks I've seen.
