Just Target
As others have posted places like Target have their own. Unless you are talking about the little carts that you can put your kids in then that may be possible but I dont think I saw any on my visit.
Not that I've seen in the mall. Individual stores may depending.
If you mean shopping carts, I don't think I've ever been to a mall with shopping carts zipping around in the mall itself. However, Target which is one of the stores at this mall does have shopping carts which you can only use at Target I believe. There may be other stores at this mall which have shopping carts for their customers--Target is the only one I remember.
