I have not seen anyone do it before. I would recommend finding another location to fish from, as the "pond" serves a collection point for storm drainage, as well as urban runoff pollutants.

I agree with Feisty. I don't recommend the water. I worked on the lake previously and I don't remember seeing any fishers.
I don't think there are even fish in that "pond". But as Feisty McB said, that waterway serves as a collection and diversion for storm water.
