Pictures are taken via speed cameras and sold after the ride. (Most of them) Kingda Ka and Eltoro are both a yes for the speed camera pic's. You can also get a season picture package and after a one time fee all pictures are free all season. (Definitely the cheaper option if you are interested in all the pics) No videos are taken. Unless of course a non rider is standing nearby recording. No cameras or anything are allowed on rides for obvious safety reasons. Its not worth the risk of becoming loose during a 128 mph (Kingda ka) ride and hitting the person behind you. Their policy is ejection from the park without refund if caught using any device on rides.
