As I remember, a sign said they were allowed, on leashes only.
As of today, yes, pets are welcome. There is a sign when you go in asking you to leash your pet.
We hiked the whole loop there yesterday with our dog. We kept her leashed the entire time because those are the rules. Two other groups we met had leashed dogs, and one group we met on the trail was letting theirs run off leash.
I've seen plenty of dogs with and without leashes at Clark Creek, so I would assume so
