Not sure what you mean by "permanent" But they're solid sites. You park you camper/RV on a cement slab. There is also a tent section to the park.
No. All reservations are made through recreation.gov an are two weeks max. East to get in spring/fall but difficult in summer. The park is a wonderful spot to camp.
