Mississippi took the parents rights away for their minor children back in July of 2000. Minors have to go to Louisiana to have their piercings or tattoos done. You must bring your parent. You must bring a state issued ID or DL and so does the parent. The parent also has to bring your birth certificate.
The laws have changed and a parent cannot sign for that type of piercing in the state of Mississippi. I went in to have mine and my daughter's nose pierced and she's 17 and they told me about the law.
