Is there a public transit system for these shops?

There is a coast transit bus that runs I just don't know the times there are bus stops with benches all around the promenade,

Not really but there is an occasional taxi

I have never seen one to go across the street from shop to shop either

There is a bus stop right near Target/Ulta. But a system that takes you across the street? I don't think so. I've never seen one anyway. They do have cross walks and sidewalks for the most part.
