I believe that they buy according to what is cheaper. Right now it the grocery store assorted pork chops are $.99 a pound and Chuck roast is $2.99. They can feed more people on the price of the pork.

The meat given out is received thru government commodities. So the pantry gives out what is received from the government each month.
