I was told that if I bought a mugshot tee shirt and took pictures with it on my vacation I would have my picture put in the mugshot restaurant in my local area. Is this true and if so how do I get it done.

Possibly, but there may be plenty to choose from. So you may have to make it unique! You probably should just speak to a manager about it.
