Humane society wont do surgery of any kind (other than spaying/neutering & related). They sent me to Lemon Bay Animal Hospital which is close to the shelter. My dog had about 9 teeth removed there.
They will send you to a Vet's office
The only surgery I think they do is neutering or spaying, so for anything else you would need to go to an animal clinic/hospital

A dogs jaw is one piece of bone. They would literally have to saw it out. My guess is the Humabe Society is not equipped to do that. Talk to a specialist.
I don't think they do the canine dentistry.
