Goodwill is unable to accept TVs. Most places that accept them will charge you a fee. Try Best Buy, Scrapy's, or Catholic Social Services.
Not many. I sometimes take the copper, circuit boards and steel but have only found one source back east somewhere that smelts the lead out of the glass. I don't know who recycles plasma LCD or led screens. To my knowledge Goodwill no longer does much of any of this.
Call the EPA for that answer.
