There are several lockers throughout the park. Some by the newer rides (unfortunately they don't offer bins for many rides) and some at the front and by the water park. They're not too bad; only a couple bucks for 2 hours and you can do a thing to pay for an all day locker rental that you can use at any lockers throughout the park
Yes, there are lockers but I would recommend not bringing bags or souvenir cups because the lockers are quite expensive. They are between $10-$20 per 2 hours. If you need to carry small stuff recommend bringing a fanny pack which is allowed on all rides exept for steel vengeance. If you do bring a fanny pack and would like to ride steel vengeance then just hide the bag under your shirt and it should not be a problem. Also, if you want to buy a souvenir cup I recommend doing the all day wristband pass. This is much better because almost all of the rides will not let you have the cup on the rode even if it is emty.
Lockers are $8 for all day, you can move your stuff from locker to locker

Yes. Bins are available for older rides. Not sure why they can't have them at all rides. You shouldn't have to get a locker for your all day drink cup!
