They do. I saw a 3 year old ride behind their mother. No helmets are offered. I am not an experienced rider but found some practices to be mind boggling.
Children as young as 6 can ride alone if they are able to. Or they can ride with a parent (we recently had as young as 4 riding with parents). The combined weight of both riders must be under 270 pounds.
