I dont know about that. But when me and my family went someone was having a wedding reception on the beach
It is $6dollars a car up to a certian amount of people, there was two wedings that happened in the two weeks my son and I was there, I did not see any signs for reserving one of the gazebos I would say calling them directly is your best bet

Well you pay $4 to go over I think that is good enough.
We got married on okaloosa island at the pavilions . And we didn't have to get permission to use the beach but since this is a state park it might be different?
