It depends on what you are doing, we got there at 8am for am excursion departure, most shops were closed but we were able to find a red booth that had a decent breakfast. The shops open closer to 10am.
I agree by 10am everything is open. By 11am everything is very lively. We enjoy it here very much. We go every year, also we go on the Sea Blaster every year as well, this is a dolphin excursion.

That completely depends. If you're going on a charter or fishing, some leave as early 7am. As for the restaurants, 9 or 10 is a pretty safe bet. Some of the shops are open at 9am. If you arrived at 10am you'd be sure to have everything open.
