Is it fair to allow patrons who smokes to stand out in the cold to enjoy a cigarette?

I smoke and have no problem with the rule. Don't like the rule... don't go or quit.

No but I don't smoke so a designated smoking area should be provided if possible

Yes it is a thing now and there are casinos that do allow smoking and have non smoking areas as well.
