Yes there is camping year round .Not sure about how long a stay is permitted. Careful not to camp close to the train side .Can be noisy.
Camping year round however water is shut off in the winter usually Dec 1st this year they have already shut off water. 20 days max in the off season and 10 days in prime season.

Yes. The limit is 20 days in the winter season. Spring and summer is 10 days. You can camp at Bayview which is close (fairly) Rasar or Deception pass and just bounce between them. I think you need to be gone a few days and restart your 20
