Sounds like a fee that is incurred when you are found unfit to own an animal. Take take this as a learning process
High Charity, BFHS staff told us they are only owner surrenders. They dont take strays off the street
I'm not sure if there is one at this Humane Society. Someone told me that they do not take surrenders in. So you'd have to call them to find out
