Yes, they allow dogs. They have to be leashed. I haven't seen ducks but lots of seagulls

We took both our dogs and as long as they were leashed and we had bags to pick up messes all was good. We saw no ducks or geese

Dogs are allowed, 6' leash and clean up after them. Not sure what you mean by ducks.
