these types of discount stores and others do not care about your bathrm experience providing water in a retail establishment is not a priority

No it isnt actually a health code issue. Unless an establishment sells open food and drink, they dont have to provide any public restrooms at all

Well since that building was a krogers 20 sm years ago its a pretty old building so cut them a break come on they got some good stuff and some good prices but really not everything can be perfect at all times

That is a huge health code violation
