Yes, Chevy the Railroad Safety Dog routinely rides the train - from experience I can tell you that many dogs do not like the noise, nor vibration from riding the rails. But yes, your four pawed friend is welcome.
Not sure...when i worked there 10 years ago yes...not sure about right now though. Most likely only "service dogs"
