I have seen lots of people do the same thing
In the busy season of spring and summer and early fall. It would be very hard to walk with the dogs because of the people. Better to do it in late fall thru very early spring.
Its pretty tight if you stay to more the outer tables will be better tables are about 4 feet high set up like older farm market most under one big covered area cement floors maybe 3 feet walk thru area .
I've seen people with dogs. Depends how crowded. I wouldn't wasn't them to get stepped on
