Unfortunately life's are lost in the Rouge River every year. Parks does not advice swimming in the Rogue. The Applegate River is calmer, please try Fish Hatchery Park instead.
Safe is relative. No spot on any river is exactly safe. There is a nice beach above the boat launch that families enjoy on hot days. Kids can wade around and play. There is a deep hole in front of the launch that teens and adults love. But do observe caution as the others have suggested.
There are shallow spots along the river bank. Nice shaded areas to sit and relax. There is quite a bit of boat action in that area due to the boat ramp so please be mindful and aware. There are available life vests near the parking lot as well. Be cautious and have fun!

No the current and under-tow is not a safe place for swimming
When we were there the river was moving swiftly. Would not let children do anything but wade and only with adult supervision.
As usual the river is moving quickly. Kids should be watched and maybe wear a lifejacket. Rocky shoreline.
It is at your own risk. No lifeguards, river undertow is unpredictable
Always swim with supervision and never alone. It is the rogue it's good for wading but be wary about crossing
