People don't on the whole trail. If your dog doesn't spook when an ATV comes by, I'd say walk your dog. If you go south from the red horse parking lot ATV s are no allowed.

I have walked my dog up and down the trails several times. Be aware of motor vehicles, and the gun range.
Most of the times the trails are empty and there is limited travel on them. Youll be fine to walk your dog on them. Just as any other public land, you may encounter another person out enjoying the forest but it is a fine place to walk. We walk our dogs out here frequently. Both during hunting season and off season.
I personally would not advise dog walking.
