Literacy is a real problem. Tons of ignorance on why keeping on the trail is important. Guess they follow a policy of leaving a trace and not preserving for those that follow.
People do though at the Lower Falls. Not at the base of it but a little up the river. Tons of signs posted saying "no swimming" but also tons of people in the water
