The park has free entrance during winter campground rates which start in early November... From the park... "WINTER CAMPING RATES ARE IN EFFECT FROM EARLY NOVEMBER THROUGH LATE MARCH. ALSO, THERE IS NO ENTRY FEE DURING THESE MONTHS." You would still need a boat permit for the kayak!
I believe it's already past. I think it's on a day called National Parks day or something similar where most parks have free entry.
They are public waters so you will always need tags for your kayak.
Should be able to look at there website. Or just give them a call.
