Today my dog and a smaller dog were bitten by an aggressive dog at the dog park. What can be done about this? The other dogs owner said his dog was vaccinated. T broken skin and blood from my dog's face.

Report this to the recreation dept with the dogs name and the owners name. Maybe post their names here so we can be forewarned

Contact horry county/conway city police department depending on jurisdiction all dogs attacks need to be reported and documented. Possibly charges can be pursued as well for the attack.

I would call the Parks and Recreation department to make a complaint, and possibly speak with a lawyer.
