They seem to be on sale often, i am not exactly sure what day they have a sale just for cartridges, but either thursday or friday they were doing 20% off.
Yes, I think they're on sale often. When I was there it was buy 3 and get a pen free. The cartridges were also 10% off. That was November 2018.
