From my experience between 7 and 9 am maybe a hour sooner depending where going or coming from and what freeway your on. For the afternoon rush it starts around 3 and ends by 7p if no accident. Some freeways will have carpool lanes that helps a little. I prefer surface streets for the most parts

It all depends on the time of day. It can vary wildly. If you have time plug in your GPS points (to and from) at that time of day. I do that to get an idea of travel times.
