Depends. If you plan to eat then you need to ask the person hosting the party whether the meal has been paid for or not. If you're just going to the party to be there and don't plan on eating then I would just walk straight in and not say a word. If someone wanted to bring a gift and say happy birthday and not eat then they shouldn't have to pay to get in.

YES, unless the birthday party host indicates that your meal cost will be paid. Since, you have to pay prior to entering the dining area, the staff would know if you have to pay or not. Make sure to clear that up with the birthday party host as different people do different things.

Yes everyone does bc the assume you will eat off of the buffet. So yes you have to pay to get in even fora birthday party wr are going to one now and we have to pay
