I made my first trip to Applebee’s Glenville and had a pint of Sam Adams. Instead of paying the $5.75 for the beer, the bartender generated a printed receipt which taxes me another half dollar food tax. Is that store policy?

It's State law. Food and beverages sold for on premise consumption are taxable. Some places might include the tax in the advertised price but legally they are required to collect it.
