What are all the lift stations and bio-retention areas for? Is it for waste water and storm water treatment?

There are at least 5 or 6 lift stations and 4 bio retention areas i saw just on the west side of the building alone. That has to be costing some big money to operate and maintain. I don't understand all the lift stations. The electric cost and maintenance have to be outrageous. And yes there are rain gardens in each bio-retention area an outer flat level with stone and 1" pvc pipes poking up at 2 feet apart each way and a lower detention area with standing water and the same type of vegetation. I find it facinating and puzzled at the same time. cost?

All i no is it is a rest stop for travelers. Wirh bathrooms and snacks as well as drinks. The water is a pond that has wild life there.

They are probably for storm water runoff mitigation. Do they have rain gardens in them too?
