I have not yet encountered an entrance fee including when there have been events. Based on the set up i would assume that there will be future events with an admission cost.
No entry or admission fees, except during the World Equestrian Games last year. Otherwise, all events are free - weekday events, weekend events, and the Saturday night events (Saturday Night Lights) are all free. You can purchase food from a wide array of establishments, soft drinks, and adult drinks from the bar to consume anywhere on the grounds, not just in the bar. It's a great place!! The area also many small shops to purchase low cost items to high dollar art and jewelry. Several tack stores, too. ADMISSION IS ALWAYS FREE.

Its still under construction. No entry fee yet. James at the blue ginger told us all about it and made us absolutely amazing sushi. This place will be paradise when its complete.
Not for general admission...there are events inside the gates that may have an entry fee, usually those are Saturday Evening.
There is no cost to enter when there is no scheduled event at the TIEC. I do not know if that applies when the is an event scheduled.
No, we just drove in and went to the restaurant. The place is still under construction, but the restaurant and store are open.

Free to enter you can buy stuff when you get in. I think its free to park too!!
It is free, and there are many kid-friendly activities that are also free. There is free shuttle service from annex parking as well.
