Where is the best place here to meet up with a loved one flying in. I am not familiar with this facility. Just curious.

All passengers come down the escalator and there are chairs, lounge and stores.

The liower level is allowed. There are stores and comfortable seatimg there. Only ticketed passengers are allowed Upstairs At The Gates.
